Mt.Kailash : This area is already inhospitable and don't mention the bad climate conditions. Heavy rain and big snow could make the your trip worse. However, for those determined tourists, the ideal time is May, June, July, September and October.
Eastern Tibet : Please don't make any plan for travelling in this area in July or August ( the rainy season). The heavy rain could ruin the road, and make serious landslides.
Northern Tibet : Due to the average altitude of 4,500m, this area provides very limited time for tourists. Summer (July to August) is the best time to enjoy the great plain in northern Tibet.
